MiniTones allows you to select a MP3 file and add it to your ringtone list in Sounds.
It also features a file splitter so you can use a section of a song instead of the whole song.

A drawback to this is that it copies the file to main memory and can be a memory hog.
Usage of the files does not require the app to be installed.

Man this app is the BOMB. If you edit your MP3's prior to loading them on the phone (using say NERO ) you can reduce the size of them and then make it ring the shorter version. GREAT APP !

I've been using this for quite some time and I love it. Once the file is istalled to your device there should be icon, maybe you should try deleting it and installing it again.
